The programme is designed to provide participants with a comprehensive understanding of public policy development, specifically focusing on migration policies. Participants will be guided through the key stages of the policy cycle, emphasising the critical role of data in shaping effective migration policies. The programme integrates theoretical knowledge with practical case studies to enhance participants’ policymaking skills. The course specifically aims to offer a specialised, well-rounded education in migration policy development. By prioritising critical policy stages, integrating data-driven approaches, and blending theory with practical insights, learners will acquire the essential knowledge and skills required for effective policymaking in the field of migration.

Assessment

A fair and transparent assessment methodology that takes into account different learning styles was devised. The assessment is divided into three parts:

Attendance:
A full mark implies uninterrupted attendance through the full course of studies.

Weight: 5 points

Formative Assessment:
Learners will be expected to participate throughout the duration of the course in interactive activities and discussions and partake in Q&A sessions. The formative assessment rubric below will be used in order (1) to support consistent assessment practices (2) to communicate clear expectations to trainees, (3) ensure transparency and (4) pinpoint strengths and areas of improvement.

Weight: 35 points

Final examination:
The final examination has been meticulously designed to assess the student’s holistic understanding of the course concepts. It comprises reading two reference texts and answering one open-ended question (free narrative text) (25 points) along with seven multiple-choice questions (35 points/5 points/correct answer). The aim is to assess the student’s understanding of the issues, their ability to analyse data, and their capacity to propose evidence-based solutions.

Based on the information provided, analyse the factors contributing to the high unemployment rates among highly educated individuals in ENI SPCs (European Neighbourhood Instrument South Partner Countries).
